Laura Skopec is a writer, researcher, and comedian living in Washington, DC. She writes audio ad copy for Write Label, white papers and research reports on health policy for the Urban Institute, and jokes and short humor pieces for McSweeney's, Slackjaw, Pitch.live, and Comedywire. She also writes and performs sketch comedy at the DC Drafthouse, and performs stand-up at the DC Improv.

Health care spending in the United States is high, and nearly half is paid by the federal government and by state and local governments. Given these costs, public and private stakeholders have led several different efforts to reduce health care spending. However, many social programs that can improve health outcomes and reduce costs are not typically covered by health insurance. Pay for Success is one option for funding these programs, but several obstacles need to be overcome.

Beginning in 2019, the Centers for Medicare & Medicaid Services increased flexibility for Medicare Advantage plans to allow them to cover new benefits to help address enrollees’ health-related social needs or long-term care needs. This brief describes interviews with 10 Medicare Advantage plans, Medicare Advantage experts, and social service providers to discuss new benefits added under this flexibility and additional policy changes that may be needed to encourage wider adoption.

Led work on 14 grants and contracts worth over $1.2 million. Developed work plans, conducted quantitative and qualitative research, and ensured projects were completed on time and on budget.
