Furthermore, a divine law was given out by God to humans to guide them on how to judge internal acts, which are usually hidden. Humans only have the capability of judging external and visible acts. God requires humans to behave in a manner that is consistent with both internal and external acts. Therefore, he gave out divine laws to assist humans in doing so. Finally, St. Thomas Aquinas explains that human law does not have the capability of making judgments on all evil acts (Aquinas, 1920).
